Legs are a great weapon as they use large muscles so can generate a lot of force, and they have strong bones so are less likely to get hurt during a technique.
The hips are useful in throws as they provide a pivot point to take down the opponent. Additional effectiveness can be gained by dropping your stance, pivoting the opponent over your hip and raising your stance as you take them down. This will take more of their weight off the floor and make it more difficult for them to counter.
As the Yin Yang describes, the hip should be driven back as your arm drives forward to take them down.
